This they shall give. R. Meir said: The Holy One, blessed be He, removed from beneath His throne of glory a coin of fire (the size of a half-shekel coin) and showed it to Moses. Then He said to him: This they shall give. That is to say, everyone who passes by as the census is taken shall give something similar to them.
Midrash Tanchuma, Ki Tisa 10:4מדרש תנחומא, כי תשא י׳:ד׳
And when He said: When shall they give every man a ransom for his soul (Exod. 30:12), he wondered and said: Who is able to give a ransom for his soul, since it is said: No man can by any means redeem his brother, nor give to God a ransom for him, for too costly is the redemption of their soul (Ps. 48:8–9)? He replied: It is not as you imagine. This they shall give indicates that they shall give something like this. R. Huna said in the name of Rab: The Almighty, whom we cannot find out, is excellent in power (Job 37:23) implies that the Holy One, blessed be He, did not impose impossible burdens upon Israel. When Moses realized that he declared: Happy is the people that is in such a case (Ps. 144:15) and Happy is he whose help is the God of Jacob (ibid. 146:5).

זה יתנו THIS SHALL THEY GIVE — He (God) showed him (Moses) a kind of fiery coin the weight of which was half a shekel and said to him, “Like this shall they give” (Midrash Tanchuma, Ki Tisa 9).

The school of Rabbi Yishmael taught: Three matters were difficult for Moses to comprehend precisely, until the Holy One, Blessed be He, showed them to him with His finger, and these are the three matters: The form of the Candelabrum, and the exact size of the new moon, and the impure creeping animals. The Candelabrum was shown to him, as it is written: “And this is the work of the Candelabrum” (Numbers 8:4). The new moon was shown to him, as it is written: “This month shall be for you the beginning of months” (Exodus 12:2). The creeping animals were shown to him, as it is written: “And these are they which are unclean for you among the swarming things” (Leviticus 11:29). And there are those who say that God also showed Moses the halakhot of slaughtering, as it is stated: “Now this is that which you shall sacrifice upon the altar” (Exodus 29:38), and slaughtering is the first ritual of sacrifice.
